Collagen synthesis is a vitamin C reaction
Collagen is built as three protein chains wound into a triple helix, and that helix is only stable once specific proline and lysine residues have been hydroxylated. The enzymes that do the hydroxylating require vitamin C as a cofactor. This is why vitamin C is the strongest skin entry on the panel: it supports the collagen your body makes rather than supplying collagen for it to break down.
